ERA in constant touch with all stakeholders of Flyover project
J&K ERA is in constant touch with the owners/tenants of commercial establishments likely to be affected due to the construction of proposed Jehangir chowk-Natipora Rambagh flyover expressway corridor expressway corridor.
In this regard several consultation meetings have been held for the last one year with all owners/tenants of commercial establishments who are likely to be affected and they have been briefed about the rehabilitation proposals including the broader outline of proposed rehabilitation complexes to be built for them at Jehangir chowk. Besides periodic meetings are being held with the representatives of traders on regular basis
Pertinent to mention here that a meeting was held with representatives of Kashmir Traders Federation in the office chambers of Shri Khalid Muzaffar,Director Central, J&K ERA on 22nd April, 2011 wherein KTF representatives were briefed about measures being taken for rehabilitation of affected people.
A follow up meeting was held in the office chambers of Project Manager, JKUSDIP, J&K ERA on 14th May, 2011. This meeting was also attended by a number of representatives from the trader’s bodies who expressed general satisfaction with steps taken up by J&K ERA so far to rehabilitate the affected people.

J&K ERA keeps commitment, completes work on deep drain on I.G road , Divisional Commissioner, Kashmir formally opens road for traffic.
Divisional Commissioner Kashmir, Dr Asgar Samoon (IAS) in presence of Shri O.P Dubey Director Urban, J&K ERA, Shri G.H Ganaie,Project Manager(Urban)Kashmir and Shri Maqsood-U-Zaman, S.P Traffic today formally opened the left side of I.G road for traffic after the work on deep drain along the road was completed by J&K ERA on 20th May a date set as deadline by Divisional administration for completion of work.
The work on deep drain with average depth of 5 to 6 meters having catchment area of 28 hectares (approx) was taken up by J&K ERA in early winter of 2011 and as on date stretch of road from Peerbagh to post office lane has been completed and road restored with laying of first layer of 50mm thick bituminous macadam with 6 mm seal coat in the first instance as was decided in the meeting recently held under chairmanship of Honourable minister of state for works. Also the entire trench has been filled with the sand as per the requirements of R&B department to ensure consolidation of filled material which otherwise would have taken long time in settling down if filled with excavated earth
The second layer of 50 mm bituminous macadam and another layer of 25mm semi dense bituminous carpet with seal coat will finally be laid only after observing the road under traffic conditions for atleast a period of one month to watch out for any settlements as there are apprehensions that some settlement of freshly laid sand material may take place.
Earlier on 6th May 2011, Shri B.B Vyas Principal Secretary to Chief Minister who is also Chief Executive officer, J&K ERA had inspected the site and given instructions to ERA engineers, consultants and contractor to ensure completion of work on drain by 20th. May.
The deep drain along I.G road is part of Rs 57.32 crores Rawalpora- Tenagpora storm water drainage project taken up by J&K ERA under urban component of its Asian Development Bank funded Multisector Infrastructure Rehabilitation project to upgrade the basic infrastructure in the state.
J&K ERA highly appreciates the cooperation given by district administration, Traffic police, R&B, P.D.D, P.H.E.D, B.S.N.L and other line departments who rendered invaluable support during execution of work. Above all J&K ERA is highly thankful to people living in adjacent areas who cooperated whole heartedly with us and showed immense patience during execution of work.

CEO, ERA inspects work on deep drain along Airport Road
Principal Secretary to HCM Shri B.B Vyas who is also Chief Executive Officer, J&K ERA today inspected work on deep drain along Airport road
CEO J&K ERA took on spot review of the progress achieved so far on the project and gave instructions to ERA engineer’s, consultants and contractor to further expedite the pace of work on drain so that traffic on road is restored at earliest.
Project Manager, Urban, Kashmir, J&K ERA informed CEO, J&K ERA that work on drain was started in early winter of 2011 and till date more than 800 meters of drain has been completed. Project Manager further informed CEO J&K ERA that J&K ERA is making all efforts to ensure that traffic on I.G road via post office lane is restored by 20th May. He explained to CEO J&K ERA that at first road will be restored up to G2 level, to observe for any settlements before blacktopping the road.
CEO J&K ERA directed Project Manager to take all necessary measures to ensure that deadline of 20th May for completion of work on drain is met. He also instructed consultants and contractor to ensure safety of the structures being constructed.
Later CEO J&K ERA also inspected work on Taley Manzil –Nishat water pipeline which is being laid by J&K ERA under water supply component of its urban component. CEO ERA expressed satisfaction over the fact that more than 90% progress has been achieved on the project.

ERA further gears up work on drain along Airport road.
The Jammu and Kashmir Economic Reconstruction Agency (J&K ERA) is making all out efforts to complete the work on main drain along the Airport road in quickest possible time. The work on drain was started in winter of 2011 and despite harsh weather 600 meters of main drain has been completed till date.
Work on both the fronts of I.G road has been further accelerated and is going on in full swing. Every day work starts at 7 am and continues till late evening. The agency is making all efforts to complete the work on drain at the earliest. It is pertinent to mention here that concrete work requires proper setting time before any other activities can be carried out. Further only a limited portion of trench can be opened in one go as transit mixers carrying concrete must have approach to the trench and opening of longer trench will endanger the adjacent structures and other tube of I.G Road which if damaged will result in crises beyond control.
Although ERA is trying its level best to minimise inconvenience to people but nature of work is such that people will have to bear some inconvenience during execution of work.

Work strictly monitored to ensure Quality control
J&K ERA spending Rs 21.72 crores on upgradation of Natipora-Chadoora Charier-sharief road.
Jammu and Kashmir Economic Reconstruction Agency is spending Rs 21.72 crores on upgradation and improvement of Natipora-Chadoora Charier-sharief road. The road project has been taken up by ERA under its ongoing Asian Development Bank (ADB) funded Multisector Infrastructure Rehablitation Project (MIRP).
The project is an integrated road up gradation project and involves making of retaining walls, breast walls,construction of culverts, traffic signage’s, construction of road drainage.The agency has already achieved progress of 90-95% on construction of road drainage and allied works..The widening has been completed for 23 Kms out of 24 Kms of total road length.The black topped base course has been laid for 9.47 kms and black topping for remaining portion will be taken up during coming working season.
The road project also involves the construction of two bridges on the 24 km road length one at Wathoora and another one at Kakaw ring .Work on Wathoora bridge is already underway in full swing.The old dilapidated bridge at Wathoora bridge was dismantled only after a separate diversion road duly black topped from Donipawa to Chadoora was made available to ensure that locals don’t suffer during construction of the bridge. In addition foot bridge has been provided adjacent to the old bridge for the facility of pedestrians and school going children. The work on new RCC Bridge is under way and is likely to be completed by December 2011. The work on the project is strictly being monitored by various construction experts which include material and pavement experts to ensure that no compromise is made on quality of work. Besides periodic tests are conducted to keep a strict vigil on quality control.

Proposal for Jahangir Chowk Flyover Under Appraisal
Asian Development Bank (ADB) Mission, currently on a 5 day visit to the State
Asian Development Bank (ADB) Mission, currently on a 5 day visit to the State to finalize sub-projects to be taken up under the Tranche-2 of Loan-II (J&K Urban Sector Infrastructure Development Program - JKUSDIP) being executed by J&K Economic Reconstruction Agency (ERA), held extensive discussions here today with a team of ERA officers headed by Mr B.B Vyas, Principal Secretary to the Chief Minister and Chief Executive Officer, ERA.
Earlier, the ADB Mission visited Jammu and held meetings with the various stake-holders. It landed at Srinagar on May 4 and reviewed the progress of various sub-projects being executed by ERA. ADB Mission appreciated the progress achieved on the sub-projects despite the loss of the crucial working season in the valley last summer. ADB team visited Achan Landfill Site, Harwan to Nishat raw water conduit and other sub-projects being executed by ERA.
Two prestigious flyovers, namely, Jahangir Chowk Flyover in Srinagar and Bikram Chowk Flyover in Jammu are proposed to be taken under Tranche-2. ADB Mission shall undertake techno-economic feasibility of these two flyovers after consulting the various stake-holders. ‘Parking Lots’ are also proposed to be taken up in Srinagar city under the 2nd Tranche.
ADB Mission was apprised about the importance and requirement of these flyovers, especially in view of the increasing traffic congestion problem being faced in the two capital cities. ADB Mission was informed that the concept plan of the flyovers has been vetted by RITES. Further, the design of the flyovers has been approved by IIT Roorkee. It may also be mentioned that the Hon’ble Chief Minister, in the meeting held yesterday at New Delhi with M/s RITES, has asked them to prepare the ‘Comprehensive Mobility Plan’ for both Jammu and Srinagar city at the earliest. Among others, the meeting was attended by Chief Secretary, Principal Secretary Planning and Principal Secretary to the Chief Minister.
Economic Reconstruction Agency is presently executing sub-projects under two loans viz Loan-I (Multi-Sector Project for Infrastructure Rehabilitation – MPIR) and Loan-II (J&K Urban Sector Infrastructure Development Program - JKUSDIP) funded by Asian Development Bank. Total size of Loan-I is Rs 1611 crore out of which ERA has achieved the expenditure target of Rs 1170 crore ending April, 2011. At the request of the State Government, ADB has extended the loan closing date for Loan-I till December, 2011. Total size of Tranche-1 of Loan-II is Rs 292 crore with a loan closing date of October, 2012.

JAMMU, Apr 28:Chief Minister, Omar Abdullah today laid stress on
fast tracking mega projects being executed in the State under Asian Development
Bank (ADB) loan by Economic Reconstruction Agency (ERA).
The
focus should be on time bound commissioning of projects to ensure benefits to
the people in accordance with targeted dates", he said and expressed hope
that the projects under execution will address the civic requirements to a
greater extent.
Chairing
the 15th meeting of Governing Body of ERA here, Mr. Omar said the
ambitious projects taken up by ERA under ADB loan-1 are aimed at upgrading and
improving the road connectivity, sewerage, drainage and drinking water supply
facilities. He asked the ERA to maintain the quality of works under all
circumstances and ensure judicious utilization of funds and regular monitoring
of works at all levels.

Kumar, Chief Secretary, S. S. Kapur, Principal
Secretary to Chief Minister, Khurshid Ahmad Ganai, Commissioner/Secretary Planning and CEO, ERA, B.B. Vyas, Commissioner/Secretary Housing and Urban Development,

In
a power point presentation, the Commissioner/Secretary Planning and Development
and CEO, ERA, B.B. Vyas briefed the meeting about
achievements registered by ERA in various areas of development.
He
said that 102 projects at a cost of Rs. 1108.85 crore have been launched under loan-1, Multisector
Project for Infrastructure Rehabilitation (MPIR). Of this, an expenditure of Rs. 914 crore has been achieved
so far.
He
said in Transport sector, 304.5 kms of roads have
been black topped and 10 bridges constructed in the State while 49 tube wells
have been commissioned and 23 wells redeveloped. He said that over 345.8 kms of water supply lines have been laid covering Rangil and Doodganga water supply
schemes.
The
Governing Body approved widening of B.C
Road to 8 lane width, in
the first instance to facilitate the construction of proposed Flyover and
directed ERA to work out a plan for handling traffic at Amphalla
and Reharichowks. It was
also decided that ERA shall immediately start preparing Summary Appraisal
Report (SAR) for BikramChowk
to Satwari Flyover to be posed to ADB for execution
under Tranche-2 of Loan-II (J&K Urban Sector Development Investment
Programme). The Governing Body was informed that 17 SARs for sub project under Tranche-2 of Loan-II have
already been submitted to ADB and ADB is expected to field the Due-diligence Mission in July 2011.
The
Chief Secretary directed the line departments to work in coordination with ERA
so that impediments such as utility shifting, forest clearances and others are
removed at the earliest. He further asked the line departments to take over the
assets created by ERA so that the benefits can actually flow to the public.
The
service conditions of the employees of ERA also came under discussion and it
was decided to constitute a Committee comprising Commissioner/Secretary, PDD,
Commissioner/ Secretary, Finance, Commissioner / Secretary, GAD and
Commissioner/Secretary, ARI to frame and approve the Recruitment Rules of
J&K ERA.

Nasir flags off 14 Water Tankers for Kashmir

Jammu April 26;-Minister of State for PHE, Tourism, H&UD and Revenue, Mr. Nasir Aslam Wani this morning flagged off 14 Water Tankers for Kashmir division at Narwal Jammu , to provide adequate drinking water supply to the people of Valley at the peak hours, particularly during summer.
These 14 tankers have been procured by Economic Reconstruction Agency, J&K under ADB loan at a cost of Rs.1.38 crores, out of which, 10 Tankers for PHE Kashmir and 2 each for PHE Leh and Kargil, the Minister was informed. He was further told that these tankers are in addition to 5 tankers supplied earlier by ERA to PHE Kashmir.
Speaking on the occasion, Mr. Nasir said that these additional water tankers would give relief to PHE Kashmir in maintaining drinking water supply to the water scarce areas of Srinagar and other parts of Kashmir Valley
Expressing Satisfaction over the performance of ERA, the Minister said that the agency is playing greater role for the infrastructure development of the State, particularly in PHE and Urban Development Departments. He hoped that with the completion of ERA works, there will be a great relief in both the capital cities of the State regarding potable drinking water. He asked both ERA and PHE to work in close coordination for early completion of schemes.

CM Inaugurates Rs 31 Cr Rangil Water Supply Scheme:
Srinagar, Mar 15: The Chief Minister Omar Abdullah on Monday said that his government was determined to restore Srinagar’s pristine glory.
“Our government is determined to restore the old glory of Srinagar city which was ignored during last several years in all respects” Omar said, after inaugurating Rs 31 crore Rangil Water Supply Scheme at Palpora here.
“I believe in work rather than mere announcements,” Omar said.
He complimented the Minister for PHE, Taj Mohi-ud-Din, for successfully launching the scheme and working seriously on it to provide portable drinking water to Srinagar and also revival of old Chatabal Weir.
Omar said Rs 30 crore were allotted this year to macadamize Srinagar roads. “Adequate funds for the next fiscal would be earmarked to complete macadamization of remaining roads in the city,” he added.
Omar announced Rs 40 lakh for drainage from Shalteng to Maloora and its adjoining areas. “Three hundred plots will be developed for the displaced families coming under road widening work from Chatabal to Parimpora,” he said, adding that “No allotee will be allowed to sell the alloted plot. Shop owners coming under road widening will be rehabilitated. I don’t want to render anybody jobless,’ he added.
The Chief Minister said a large number of educated youth were unemployed but observed that the government cannot provide employment to everyone. “It becomes necessary to create avenues in the private sector also,” he added.
Omar reiterated his government’s commitment to up hold human rights. “We want to regain the trust of people,” he said. Referring to the arrest of BSF Commandant, R K Birdi, in connection with the killing of Nishat teenager Zahid Farooq, Omar said, “It is for the first time in last 21-years that any security agency has handed over its officer to our police for investigation.”
Referring to the recently announced rehabilitation policy, Omar said, “Coalition is committed to rehabilitate those youth who had crossed the Line of Control (LoC) and are living in miserable condition in Muzaffarabad and Mirpur. We succeeded to convince Central government to rehabilitate them. We will ensure they return and live a dignified life,” he said.
Earlier, Minister for PHE, Taj Mohi-ud-Din, appreciated the Chief Minister for taking the state towards peace and development.
Taj said that all efforts would be initiated to restore River Jehlum’s pristine glory. “Chatabal Weir Project will also be completed shortly and hoped it will become attraction for tourists during summer, particularly to have a boat ride from Zero bridge to Chatabal weir through downtown and will provide them an opportunity for sight-seeing of the old city,” Taj said.
He said Rs 2200 crore project had been submitted to the Centre for flood protection works and first installment was expected very soon.
