Request/Grievance To, The Hon’ble Chief Minister, J K SATE, Srinagar. Sub.: Construction of Deep Drain is not showing standard quality. Sir, We the residents of Lal Nagar Methan, Gulshan Nagar Bypass Road, Srinagar and the adjacent residential localities have been marooned by the drainage water from recently constructed drains from Chanapora, Lalnagar to Gulshan Nagar. The construction work of drains is being executed through JK ERA under ADB funded MultiSector project for infrastructure rehabilitation programme (SubProject National Highway Bypass from Pohru chowk to Chanapora bridge). In this context we already make our grievances in your kind attention UN Complaint No: 12252 at web but no action has bee taken against the constructing agency. It is once again brought to your kind notice that the Construction of Deep drain taken up by ERA at Methan Gulshan Nagar Bypass road is not being executed as per standard quality control, it has been said that the Pipes are being laid on smooth surface without constructing the concrete plating and there is every apprehension that with the passage of time and due to heavy traffic load the same pipes will get submerged. It has also been noticed that 100 metres gap is being maintained from one sump to other sump and rest of the distance is being kept open without caring for that the drain side earth erodes by which the contractor takes hefty amounts while billing for the filling of the drain. It is totally against the norms of road constructions as specified in the Road Construction books. There is no Engineer on site while laying pipes who guides them by way of proper work as per specifications. It unfortunate that huge public amount is being burden under soil for no purpose. We believe that they know that when we buried that pipes under 1520 feet beneath the ground who will check for the standards. Disposal It is not correct that the area in question has been submerged and marooned by the diversion of drainage water of entire catchment area through the recently constructed drains from Chanapora Bridge to Gulshan Nagar. The area in question is low lying area and gets submerged due to rains always. Further, it is to point out here that by constructing drain along National Highway Byepass by JK ERA has not caused any sub mergence of the area. The work of construction of drainage system of the area is under execution. As such, proper drainage of the area is possible only after completion and commissioning of the project.

The existing drainage system of the area is under the control of the line department in the said area which has no proper outlet at present. Infact, it has been observed that the rain water collected from the area enters into the Manhole near the N.H. Byepass under the control of the line department and from there the Emergency and Fire ServicesUEED Department drain out water of the area in question through pumps with canvas delivery pipe into the Doodhganga Nallah.

Widening of N.H. Byepass road took place before ERA had started the work. As such ERA has no knowledge of dismantling of the disposal of drainage water steel pipe system. There is no negligence on part of ERA. The existing drainage system near Byepass shall be connected with the Drainage Network of National Highway Byepass at the time of completion and commissioning of the scheme.





Director (U) alongwith team of ERA Engineers and Consultants visited the site on 12052010 and had joint inspection as well as interaction with the residents of the area. Immediate measures such as road restoration of the damaged portion has already been started. It is emphasized that ERA is committed to work with utmost care so that minimum inconvenience is caused to public. The inconvenience caused is regretted and public in general is requested to cooperate with the department in execution of the works.
